If you mean 'Big Brother' in the George Orwell 1984 sense, no.
The present state of affairs more closely represents the dystopia in Aldous Huxley's 'Brave New World' where the populous actually welcome the surveillance, enforced conformity and restrictions of free expression, as long as their access to empty, hedonistic distraction remains.
If you just mean 'is the government spying on us', the answer is of course yes. For many, the 'War on Terror' seems a persuasive reason for them to continue, but now that all that technology and legislation is in place you better hope that a future administration doesn't use it to round up the people who don't support it.

I think that with the Patriot Act giving government a blank check that some spying is unavoidable . I worry that this is just the first step in a series of steps to regulate freedom in this country. Sort of what happened in Germany before the Nazis showed who the really were .

The government probably is but I think its something they dont have the resources for. 300 million people in our country is kind of hard to keep tabs on not to mention the foreign people that must be tracked. They do keep tabs on military service members and probably look for a few things considered as a threat. All-in-all I don't think the government will be very effective
