Those who transport them into the country illegally. Better known as the Mexican Mafia. They are not just dumped off, they are taken to the areas that they work and the sums they collect are not small token payments.

Businesses, but everyone to a certain degree.
Cheap labor means cheap goods and services means your dollar goes further. Plus US companies dont have to ship overseas which means more managerial (high paying) jobs stay here.
