Because "they say" is more credible in words than "I heard" Just like the bible/church uses God to thrust its laws into more of a higher account of credibility.

Statements that start off with "They say..." drives me crazy sometimes. It would be better to start "I've read..." or "I've heard...". Unless you believe whatever someone tells you or what ever you read, then by all means, use "They say...".
