If new, then you are really limited as to your requirements, I think the fastest you could get is something like a fiesta or something?
Second hand then you have the world at your feet!
Subaru, Mitsubishi, Nissan? I could go on and on.
The fastest nearly new car you could buy I believe is a Renault Clio 172 Cup.
Don't think anything is faster and newer for less?

I have a Jag XJR now, 2001 year, 0-60 in 5.3seconds (faster than a Nissan 350Z, Mazda RX8 or Porsche Boxster), top speed 155MPH, 363BHP. I paid £10,000 for it. Gives you the option of absolute luxury that can become a jet-propelled living room when you put your foot down. I'd definitely recommend it.
Or if you want a 2door take a look at TVR's. You could get a good Cerbera for that although it may spend a bit of time in the garage!!

If you want to look like the average spotty boy racer, get the VW, it's nippy enough.
If you want to be cool without spending a fortune get a rag top like an MX5 for modern bits, a classic MG if you can afford to keep it going or a Reliant Scimitar SST if you can find a good one (you've enough cash, but you need to find one - they're a bit like hens' teeth).
