There are no special tips, just look at what he is costing you. Work out how much you want to increase sales then set the target at wherever you want to be in a years time without busting the bank paying him.

Set his targets based on realistic expectations. Set targets for sales growth / customer retention. If he doesn't like his targets ask if he feels if he's up to the job? Sales manager is a hard nosed job that need motivation, dedication and passion - these are your minimum expectations along with tangible results. If he fails to deliver, he's history - end of story.
As soon as any employee thinks they are depended upon they will take over control of the management - you are the MD, act like it! Take control, set good targets which will stretch the sales team and expect the job to be done well, on time and within budget.

Frankly, managing managers is like try to corral a bunch of cats! its hard going. OK! in your case I suggest you DONT set his expected targets too low so that he can over achieve. Why? play his game the way he wants it?? Frankly, your the MD it should be you that sets the agenda here for him to acheive (NOT the other way around).
It sounds to me like you have already given him too much power, its important that you find some method to retain more control, set clear boundaries with your new manager, make YOUR expectations clearer to him.
Pay him only what you think he he's truely worth and only give him a bonus (or set him performance related pay) if he acheives much higher targets than the ones he was expecting? Why should you make it easy for him to be paid more than you really want too, otherwise its YOU who are going to feel resentful over wages/salary.

Run a tight ship.
Give him realistic targets that reflect the company's ambitions. Don't alow him ot use it as leverage. How about setting a high target and offering a larger than normal commission for exceeding it by 25%
