how to start security center if it is stopped?

if there is no icon on task bar,itried from control panel,showing it is stopped

The security center from the computer program which alert for fire wall or antivirus software not working,when i checked from controll panel its showing it is stopped or not working.

Try right clicking the icon on the taskbar then clicking enable.

Need more details. Security centre for what? When does it stop?
