By my defination of warriors, The Spartans, for they were stronger and fiercer of the two, but the Romans had greater military strategy and overall structure of their army, givign them a better army, but not the better warriors. The Greek City-State of Sparta focused mainly on physical capibilities, while Rome had high education and culture in the arts and sciences.

I'm bias, because the Discovery Channel has been showing a 6 or more part series on the Romans & their leaders BC/AD and so I've got Romans on the brain... so I'll say ROMANS.
But I might be pursuaded to change my mind if I saw a series on the Spartans? Sorry... I'm not really helping am I?
However, I might go with the Goths since they defeated the Romans. =)

The Spartans because they were better fighters, the Romans because there were a whole lot more of them. Legions, in fact.

The Spartans.
The Romans conquered so many lands by having large armies, largely made up of mercenaries from outside Rome.
