It's in the genes and family history for thousands of yrs. Some are just more aware of their abilities while others are clueless.

Since there's no falsifiable, objectively obtained evidence that paranormal activity is anything more than a self-fulfilling prophecy, I have to assume that those who say they've had such experiences have actually experienced something other paranormal activity. There could be many causes, however, that would explain why someone might interpret their subjective experience(s) as being evidence of paranormal activity. Here are a couple:
1) S/he grew up in an environment that encouraged this mode of thinking.
2) S/he grew up in an environment that was so filled with painful experiences that the paranormal world offered a welcome and safe retreat (like a good science fiction story).
Ultimately, I think it's an unfortunate aspect of human nature that we are driven to create meaning out of meaninglessness. Hence the birth of religion, the most devisive invention in the history of our species, which will continue to be the source of pain, suffering, and death until, one day, we cease to exist.
Belief in paranormal activity maybe just a distant cousin of religion but I'm not going to invite it to Thanksgiving dinner either.

I think it might be something as simple as their make-up, they're personalities.
Why so some people like cheese, for instance, and some don't?
It's paying attention to the world around you, and not just the things of the everyday world. It's a kind of attention, yet it is different.

I am a paranormal investigator and have caught many things on tape.everyone is sensitive to a certain degree . most just feel the hair on the back of their neck stand up. myself I can sense where they are I am actually drawn to where they are. I know of a person whos gift is she can actually see and hear them. but her gift freaks her out and she don't use it very often. she has actually smothered herself in church to try to supress the gift.
alot of this I believe is how people are brought up kids in general are very perceptive but as we grow up adults tell us that ghost don't exist and if we tell them of experiences we have they tell us to quit making up stories. so we conform to what adult want.
