As a matter of fact, I have a plan to propose:
Point 1. Establish a "peace dividend."
The peace dividend would redirect the billions being spent in Iraq to the individual Iraqi citizens. 340 billion divided by the population of Iraq equals over 13 thousand US dollars for every man, woman, and child. Instead of giving that money to US contractors like Halliburton, parcel it out to Iraqis - they will be much more effective in rebuilding Iraq than any outsiders.
How would we distribute the peace dividend? Begin with a moderately large payment, say 1 month's wages in Iraqi standards. Establish concrete measures of peace, and increase the dividend in times when peace goes up, and decrease it in times when peace goes down. If a baseline of civil order manages to get established, then set a timetable that reduces allocation each month until it goes to zero. This should be enough to put Iraq back on its feet with an independent, working economy. And for those who are proven to act against the peace, no dividend.
Point 2: temporarily increase the level of troops for, say, six months.
In order for the peace dividend to work, there will have to be an opportunity for civil order to increase. Otherwise people will not benefit from the reinforcement that an increasing peace dividend would afford. Iraqi families have to feel the benefits of peace before they will take it seriously. To achieve stability, we need to give the military leaders the support they have requested since the beginning of the conflict in order for them to be effective.
Point 3. Make it absolutely clear to the world that we are willing to work together for a good solution to this situation.
We have to own our responsibilities here, and do our best to make it right. But we cannot and should not do this alone. This is a problem that could easily affect the whole world. The whole world has to face the situation with us. The US needs to do a better job of international diplomacy and foreign policy. With new Congressional leadership setting a new tone, the world may be willing to work with us a little more.
Point 4. Set an absolute timetable for withdrawl, at about a year.
At some point we really will have done enough to help "liberate" Iraq. We did, in fact, succeed in liberating the people of Iraq from their ruthless dictator, Saddam. That was our primary mission (at least that's what they told us originally). At some point, the Iraqi people have to take full responsibility for their country. If that means they want a civil war, that's their business.

It is so presumptuous to say your have a plan for another country. Imagine if the Chinese announced they had a plan for the US! The fact that we invaded Iraq is scandalous enough, yet you now would suggest that those who do not have an easy solution for the cancer Bush has created, are somehow weak minded. We have reduced what was an ugly situation under Saddam, into an almost insolvable mess of broken dishes, and now we are to come up with solutions. After turning one of the Holiest places in the Arab world into rubble, and causing the deaths of 600,000 Iraqis, those responsible have the unmitigated gaul to say "if you have a better solution, speak up" And do so without these words. It would take a major revelation for people like you to understand the mistake that was made by invading Iraq and by so doing, invalidate any moral authority we used to have on the world stage. To solve Iraq, we must regain that moral authority. Bush is incapable of doing it. When those that wish to really solve the situation in Iraq are alllowed to voice their opinion, you will hear it loud and clear. bush has stated loudly that he does not, and will only accept victory for this war. Victory is not attainable, nor is it desireable, believe it or not, for the cost of such a thing would be the total destruction of the country. If Bush were to lower his hubris, then a solution can be reached. Not until then.

Build a permanent joint force base in Basrah. With a deep port for heavy cruisers or Aircraft carriers. Maintain a rapid deployment strike team that can respond anywhere in Iraq in 30 minutes.
Move all uniformed personnel to Basrah and relax in a typical over seas base.
With constant photo surveillance of Iraq anytime a insurgent force assembles kill every living soul involved.
In 10 or 20 years the troops will be able to go to town and get a STD from the locals.
Go big Red Go

First off, listen to the generals and the troops. Supply the military (Us and Iraqi) there with the equipment and numbers they ask for. Start giving responsibility to the Iraqi government and military. Reduce US military presence as Iraq takes control. Work to make international support greater for the country of Iraq. And eventually get every US troop home safely.
Now I can't explain to you why I am against the war without using words 2 through 6. And they would all be in the same sentence; pretty much in that order.

I agree, bashing is a waste of time. Any intelligent discussion of the role of government needs to be productive. Bashing does not provide plausible solutions. It is one thing to complain about your house. It is an entirely different thing to build a new one.
Our Governments present plan for the Iraq war was agreed upon and implemented by members of both parties. Some have chosen to jump ship, that's their prerogative. I have yet to hear a solution from those who abandon their earlier position.
I tell you what though. I can't wait to see the troops come home. The Democratic party has been given an opportunity to take power based on a single issue. I can't wait to see what their solution is and what kind of time frame we are looking at. If you listened to some of the campaign propaganda you would think they would have every man and women home by Valentine's Day.

Hmm, I guess I can't. Not because I would use those terms anyway, but because there doesn't appear to be a good way out.
I love, love, love how the Republicans taunt the Democrats about not having a good plan to save the world from the enormous clusterf*ck that the Republicans created in Iraq.

Fix the Dictator Dumbya Big Lie Iraqi Crusade any way that is possible, since it is a TOTAL FUBAR and delay is NOT an option. NO permanent bases SAID LOUD AND CLEAR NOW. Whatever results might not be pretty, maybe just a smaller FUBAR, but that is the irreversable nature of FUBARs. And to show the world we are serious, the Congress should stand up as one and say... "Down with Dictator Dumbya!!!"

We plan for a phased redployment, making the elected Iraqi government take more responsibility for it's own nation, their troops have been trained as well as thier police it's NOT our problem if they don't want to take (are your ready this it's a republican catch phrase) "Personal Responsibility" to Govern them selves and enforce thier own nations sanctity

Democracy and freedom only come to those who want it bad enough. Iraq was not in the middle of some revolution and our military cannot force democracy on them. There is not military solution to this problem...therefore our soilders need not continue to die in vain.
