The term Zombie is over generalistic - much like Schizophrenia.
Let's avoid the living dead subset for a sec...
A living person considered a Zombie is one who is in an altered state of consiousness with someone or something else in control. Language may still be available - the lving dead say "brains" a lot.
However it is limited and directed only to other zombies or the master. To actually hold a conversation with a zombie would be pointless since thier cognitive abilites are elsewhere/non-existent.
Communication w/a Zombie should be in terms of behavior modification. If it is a non-violent type - gently coxing the creature here or there is possible. Using food/comfort/shiny object to lure a zombie to where you want them is best.
If a zombie is violent and/or dead I wouldn't bother talking to them. One lop of their head and the point is rather moot.

I doubt it. They let them have driver's licenses, though so they must retain some credible human characteristics in letter if not spirit.
