Ok yes, this is a stereotypical question and it's the same as asking, "Do all black guys play basketball?". Because of racial profiling in America, it is a common myth that if you're black and male, you play basketball.
A better question to ask is, "Is it true that most tall people can slam dunk?". Height is what's relevant is this situation, not race. So, I'm not actually going to answer you're question because I can't do so without being a prejudicial person.

I think not all the black people can dunk some of them can't dunk very good or don't know how to.
