Probably never. The simple reason is that when people drive they move horizontally. A hover car involves an extra element of vertical movement- to counter gravity.

Therefore the idea is always going to be inefficient. Also without friction of rubber on road the vehicle would not turn easily- look for hovercraft racing on Youtube to see what I mean.

They won't. There would be no way to stop them fast in any situation and would cause way too many accidents. Kinda like how boats,and jet skies don't have brakes. The same would apply here.

probebly never, since scientists are getting frustrated getting them to work. what you might be wanting to look up to though is a flying car. they're already making those. some guy even bought one on ebay!
