No. If an excuse becomes plausible and effective, it becomes a "reason". Excuses are inherently flimsly and self-serving.

If you're, say, giving an excuse to a teacher, make it good enough to qualify your missing class but don't over do it. I had a flat tire is only good if your class is only an hour or so, and I had a terrible accident and ended up in the hospital is much too much for them to believe unless you come into class wearing bandages.

Sure. Dragon thinks that any excuse could be good. Dragon prefers using the "I am very sick *cough-cough* and must go home to nap" excuse. It works very well if she makes her eyes kinda sleepy-looking and slouches over a bit.

Sometimes...it depends on what you're talking about. There are certain situations in which you shouldn't make excuses, though...just own up to your mistake and sincerely apologize, IF you are truly sorry, and make sure it doesn't happen again.

no, as you age it's required to give better more imaginative excuses, the dog can't eat your homework anymore.

To get out of something just use "diarrhea". People will not go any further.
