It really depends on the context.

Politically? Not at all. The most right-winged party in Britain is still far more left than the most left-winged American party.

Also in terms of ideology, Americans are by far more conservative. They do not like nudity or swearing in the media. They adopt very traditional Christian value system. A lot more Americans are against abortion, homosexuality, sex before marraige, single parenting, immigration, etc...

But the British may across more "conservative" in the superficial sense. They are more reserved in their manner. Traiditionally, they do not open up as easily, don't like discussing personal matters with people they aren't familiar with, don't like talking about "feelings" or analysing themselves, don't like to be rude or complain, and try to be quiet and not draw attention to themselves. But this isn't really related to the political definition of "conservative", so it really depends what it was you were asking about.

I would say, socially, the British are more conservative. Although there are elements that are way(way) out there.

Politically, I would say the Americans are more conservative.
