Could I, for example, use them to buy a drink in a pub if I had enough?

Someone told me that they are as they have the queens head on them, but it's probably just me being gullible!

Are stamps a form of legal tender? If so, do shopkeepers have to accept stamps as a form of payment?

No, only Sterling is legal tender in the UK. Shopkeepers are welcome to accept stamps - or anything else, including dollars and euros - but not obliged to accept any form of payment, even Sterling.

Legal tender means that you cannot refuse it as payment for a court ordered debt payment. It is a largely insignificant concept and most people never deal with it in their lives.

People who use postage stamps are free to accept them as payment if they so desire, but they would put a lower price on them than they are worth for postal purposes, or it wouldn't be worth their time.
They are not legal tender in the ordinary sense.
If you want to sell them, and you have enough to make it worth their while, you could sell them on Ebay.

years ago, a lot of shops used to give out and accept green shield stamps for payment and exchange, you couldn't use them for posting letter though, i've not seen them since the 70's though
