It is Phillip. This is the information I heard....he went back to the army (or wherever he was before, I wasn't watching then) and got burned. Victor somehow brings him back and helps him get healthy but they use that to explain his change in appearance sine the old Phillip left. Once he's back and healthy he is supposed to turn into some kind of a** and do anything he can to get what he wants. He is supposed to turn into a younger version of Victor.
