Halliburton's been getting no bids from the government since Clinton used them in Bosnia it would be idiotic for the company to overcharge the government because they'll just switch to someone else such as Kerr/McGee. Halliburton showed it could do the job cheap in the Bosnian conflict but if they can't do it now then i suggest Uncle Sam shop elsewhere.
Sorry Triviatm Cheney's stock in Halliburton all goes to charity. Legally he can't touch any of it and neither can his family.
