Call your provider and complain. If you have an insurance plan on your line, they will come out and tack your speed and the max it can go.

Move to a house closer to the telephone exchange and pay for a wider bandwidth.

try getting a bigger plan that is still cheap but if you still get low bandwith, contact your internet provider.
