Take a look at the wikipedia article on Elizabeth I, especially the plots and rebellions section. There are executions, massacres, spanish deaths in the spanish armada. You might say that she caused millions of deaths. She permitted, encouraged and financed explorers and privateers to go to the new world (the americas), where the diseases they carried wiped out millions of people who had no immunity.
