YOU HAVE TO TAKE BREATHING LESSONS TO LEARN HOW TO CONTROL YOUR NOTES.

If you want to have control over your notes and range you have to breathe deeply and from your diaphragm. Some vocal coaches will teach you to actually sing through your nose (as a singer I have always refused to work with said people because it completely changes the way my voice sounds. Nasal and squeaky.)
I'm not sure what was meant by the answer you posted above, but sing from the diaphram. If you sing from your throat you will not have enough air to hit and hold notes.
