What makes you think you have excess oxygen in your aquarium? That really can't happen unless you are pumping pure oxygen from an oxygen tank into the water. Oxygen only makes up about 21% of air. It would not be harmful even if you were. Once the water reached the saturation point, it would just escape into the air above the tank.

If you are talking about the little bubbles that form on the glass when you fill the tank, that is not a problem either. Just brush your fish net around the tank and knock them loose so they float up to the surface.

You do use de-chlorinating drops to take out the chlorine and chloramine when you fill the tank, don't you?

no, you cant get too much oxygen. the more the better

well, its kind of bad for plants because of the lacking carbon dioxide
