Wind is just one of the predictors used. Others are temperature and humidity level, for example.

Wind is just a mass of air moving past a spot on the ground. If it helps to visualize it, think of a giant hand grabbing a huge cloud, and dragging it along the surface of the earth. If you were standing there, you'd feel that cloud moving by as wind. (You'd also probably say, "Holy cow, look at that giant hand!!)

Now imagine it's raining under that cloud. And the air mass containing that cloud is moving. From your point of view, it will look like the wind is blowing that cloud, and that rain, across the landscape.
