I don't believe having a dysfunctional family a prerequisite to comedy, in as much, as there many for sure. There are undoubtably, many who come to prominence, having had a full and happy childhood.

Everybody answered well, your effort is appreciated one and all.

I should have distinguished, between the writer of the message, and the person who delivers the message. Yes, I do realize they can be one and the same.
I was more interested in the writing not the delivery.

Wit, creativity, humor, intelligence, and written communication skills. I am sure there are more, that is all I could think of at this moment.

Some of the same attributes that are required to be good at anything - creativity, persistence, practice. A lot of it's about learning the formulas, and training your mind to work in a particular way. Also, it doesn't hurt to be hyperbolic, hostile, and dysfunctional. Notice how many of the great comics are coming out of dysfunctional backgrounds. The more painful your childhood, the better!

You must be able to relay back through words what you want to come across as funny. Just having the Ideas in your head can,t make you a writer. Just being funny can't make you a writer.
You must be able to convey your comedy through words.
Being witty,persistant,knowlegeable about comedy and writing
