The lorries you see with flappy things will generally have a fitted lift on the back of them to allow the driver to do deliveries.
The flappy things hang down when the lift is folded out to give a visual warning that the lift is there.

These flappy things are pockets for bills of ladin and customs documents , this is to allow customs to view the contents of the load without breaking customs seals when the vehicle is carrying goods for export !

They cut down the spray from the water that is lifted by ALL the wheels otherwise you would not be able to see the truck!

They are warning signs that hang down when the tail lift is dropped to show drivers approaching from the rear that it is extended, otherwise it is hard to see the tail lift as it is edge on.
