I've re installed windows xp and now my usb 2.0 slots (PCI card) are running at USP1.1. I'm not sure how to get them recognized as 2.0 again. Any ideas?

You need to upgrade to SP2 (via windows update, or you can get the standalone pack 'for IT professionals'). That will give you the USB 2.0 drivers.

After you do that, you may need to uninstall all your USB devices from the device manager. You can then reboot your computer and windows will detect the USB devices and install them correctly.

There is an updated driver to support the usb 2.0 functionality. Here is a link to some of the various drivers by manufacturer.

Plain and simple you need to update your USB drivers. Option one go to the manufactures website download and install. Or as stated also update windows.
