Chicago has a day of amnesty where you only have to pay % of what the fines are.
Call the police department and talk to some one there and see if you can get set up on a payment plan. They may be willing to cut some of your fines, but don't hold your breath.
You may want to consider taking care of this before they come knocking on your door or boot your car.

Contact a lawyer. That many parking tickets could get you tossed in jail and you're going to need one anyway so call a see if you can at least get some advice.
