I guess you're entitled to your opinion and, this being the USA, you certainly have every right to express it.
However, having said that, I think your question says a lot more about the quality of your own self-esteem or lack thereof (that of all the possible serious, important questions you could have asked, you would choose to ask a leading question about her in a public forum) than it does about her beauty, since you clearly intended to denigrate her for no other apparent reason than your own self-aggrandizement.

The story of the Ugly Duckling is that the poor duck turns into a swan.
Chelsea is very smart and will have a very good career, her parents are both well connected and she will be able to have almost any job she would like.
Looks are just skin deep, Her parents have enough money for Chelsea to go to a hair dresser and have the hair redone and make up lessons.
next thing you know the swan will appear, with an awesome career and will be meeting people you and I only dream about meeting.

Yes, you are wrong. I believe in order to be classified as an ugly duckling one has to have parents that are halfway decent looking. As this is not the case, she cannot be classified as an ugly duckling. She is butt ugly though.
