No...domestic violence does not just cover the spouse. A lot of people are covered: Children, friends, family. Anyone taking direct, verbal or physical, threats in the privacy of a place of residence can be a victim of domestic violence.

Oh, please, no more PC changing of terms! spouse disciplinary action... it's not just spouses.
So if a wife punishes her husband by not talking to him, that's certainly spouse disciplinary action, but not domestic violence.
So to answer your tongue in cheek question... No!

Yeah, funny.
Two women dying in the UK every week as a direct result of violence inflicted upon them by their partner or ex-partner is pretty hilarious too. So is the fact that it causes more women morbidity (ill-health) than cancer, road accidents or war.
Haven't laughed so much in ages.

Afraid not as its not always spouses that are victims, it can be anyone in a family unit, married or unmarried, ex girlfriends and boyfriends are also covered by the term.

The phrase "rule of thumb" hearkens back to a more, uh, well, a more conservative time when a husband could lawfully beat his wife with a stick as long as it was no thicker than his thumb.
