That's the big question. Technically, they may be able to if you download a song from allofmp3 or go.music.ru (be careful of this one, you can get mean viruses from this site). Although those sites claim a loophole in russian law, there's a lot of pressure from the riaa to close those sites.

Depends where you live (which you didn't say). RIAA means Recording Industry Association of America, so If you're here (america) and you're talking about another country, then i would say no , but if you live in a country other than america and you download and mp3 from an American band that is registered with the RIAA, they might go after you , your ISP , etc.

RIAA stands for the Recording Industry Association of America. If the album was recorded for an American record label, technically they can still go after you.
