You could try www.wayn.com
This site allows you to searcj for people all over the world. Registration is free. I think your services are limited unless you pay. I'm not sure about that though as I've not used it much. You can also use friends reunited which is free register and browse profiles but if you want to send messages to people, it currently costs £7.50 per year (UK).

You can look on the electoral register, there is a small fee for each search....Put electoral register in a search engine, and you will be given a number of companies providing the service...I have found a few people this way, it gives you their address

Go to msn white pages and type their names. You can type their first name and the last name with an asterisk if you cant remeber it or vise versa. There is also reverse look up using phone numbers. Good luck
