Hmm... Some factions are not normally playble. If they are not a normally playable faction you need to fiddle the files to let you play as them.

In Rome Total war there is a way to play as all factions and this might work for medieval.
Run or go to \Data\world\maps\campaign\imperial_campaign\descr_strat.txt then you will see a list of the nations you can use in the beginning the end unlockable ones and the non playables. cut and past the unplayable factions to the unlockable nations. then save it and close it. now you need to complete a campaign mode and all of the factions will be unlocked.
Obviously the folder in Medival 2 will have a different name, but this may work with the correct adjustments.
