No, I'm sorry to say there is no way to fix a scorched blouse or anything else,.
it's burned so you may as well get rid of it no matter how much you like it unless you can wear it under something where the scorched place want show.

I used some of that "oxy clean" type stuff on a scorched white blouse and it worked like magic. Never tried it on color, but what do you have to lose?
