The standard Microsoft software that I have only lets you record for a minute or something short like that. I'd like to transfer audio from old tapes, through the microphone on my computer, in order to record on CD.

I use the program Sony Sound Forge.
I take a tape player that has a headphone jack and take an 8th inch stereo cord (you can get one at a local radio shack or a store that sells electronics). Plug the cord from the headphone jack of the tape player into the mic jack of the computer. I press record on Sound Forge and then press record on the tape.
Once it it done recording you can improve the quality of the recording using effects, EQ, or other mastering functions.
