The statement never identifies an "it". If "it" is what you are assuming to be going around, then it could be said that if "it" has gone around, then it is in the process of coming around. If "it" has already gone around, then you must make it go around again. If "it" has yet to go around, then you can't expect it to come around.

I don't know if I want IT to come around or not - unless I was perfect and could be totally sure that IT was going to be good!
