Very pale skin doesn't tell me much. You could be either a cool (Summer or Winter) or a warm (Spring or Autumn.) So really, there are 4 different types of coloring that you might have.

Then, of course, the dress needs to flatter your figure. Not all styles will look good on every body type. Here are a couple of links to help you figure out your figure, and which styles will complement it.

For a semi-formal, you want a knee or tea length dress. Nothing too short or too long. Keep it simple and elegant so you don't go overboard, then add the glitz and glam with your accessories.
Any of the dresses would work for a semi-formal.

If you opt for a longer dress, then keep your accessories minimal and very simple so you don't look over dressed.

I don't recommend trying to do a "goth look" as that's stereotypical to wear all black and call it a look, plus I don't think goth people would appreciate that.
Anyway, you would look much better in a warm color like gold or red or orange. If you have more red undertones in your skin, go with red or orange, if you have more yellow undertones go with gold, yellow, or green. Brown can be really pretty too.
As for type of dress, don't go with anything really Fancy-looking. Stay simple, cocktail dresses and dresses that hit at about the knee are good.

well though black is slimming and glamorous, for pale skin it makes the person look like a ghost.. try, trying on rich earth tones. golds, brassy, a nice shimmy green.. think of the trees.. you know how the leafs change colors before they fall? those colors.. reds are hot on all kinds of skin you just have to find the right shade of the color you want.

Cocktail dresses with V-neckline. Especiall dresses with BRIGHT (reddish, pinkish orangey) flowery or sweet prints on them will look casual but elegant. But if you are big-bodied, stick to small prints. Top it off with matching heels ya?
