this sounds like your idle air control valve is bad or stuck to far open. any sort of vacuum leak will cause a higher than normal idle and gm used an I.A.C valve located in the intake manifold to open and allow air in to control the idle. this is where i would start.
I would also inspect all the rubber vacuum hoses as this would cause the same simptoms. and at 15 years old there is a chance that there could be a leak there also

Turn the idle down or set the timing!

check for vacuem leaks look very careful at all the little hoses ok the motor and around the break booster

If I'm not mistaking this engine has a carburator, so should be easy to ajust by a mechanic.
