Literally, heat is faster.
As for pain...Intense with fire and slowly increases with cold but still painful. Your basically asking?.....Fast and intense or slow and progressive.
I think I would prefer heat due to the quickness and many times smoke will get to you before the flames.
My reasoning might become clouded though when my flesh is on fire........ouch!
