If you must avoid I-95, and I don't blame you for wanting to, take I-84 all the way from the Mass Pike to Scranton, PA. Then take I-81 South to Harrisburg. Depending on where in the DC area you're headed, and the time of day, you can take I-83 to Baltimore and catch I-95 to DC, or you can stay on I-81 to I-70 (at Hagerstown, MD), and take that East to I-270... this would be best for DC's western suburbs/Northern Virginia. The Baltimore plan would be best for DC's eastern suburbs.
Plus, the scenery on I-84 and I-81 is much better than anything you'll get on I-95. Good luck.

Good advice from Scott. And to get to I-84 (In case in deeds to be said, and since he didn't mention it), take I-90 west to Sturbridge.
