I usually end every convo I have with that, depending on who the person is. I want to make sure the people I love know that and if something were to happen to one of us, then I want that to be the last thing they heard from me. My dad isn't real big on it either, he was brought up not to show affection. Just keep it up, one day maybe it will wear off on him.

I always end my conversations with everyone I love with "I love you", especially my husband. Life is too short and you never know when it will be the last time you speak to someone. It kind of bugs me a little when I hear my co-workers or friends just hang up with their family (even their kids!) and just say "bye." I really think if you love someone you should say it every chance you get.
Dad's are funny about that. My husband and father-in-law would rarely say it too each other before he met me. But I started saying it to my father-in-law and he started saying it back to me, so it has become a habit in my husband's family now too.

My husband and I occasionally end our phone conversations with that. Most of the time it is just a quick call from work and his boss is a real jerk about calls at work so he can't. Even then we don't always other times either. We know we love eachother.

My family has always told each other "i love you", everyone! My husband and i do it, but his family rarely says it to each other. i think that is crazy. It is so important to tell the people you love how you feel. I have noticed that he has started saying it to his dad more since we have a baby. It is kinda funny to hear his dad say it back because he is such a grizzly bear, but it is cool that my hubby has taken his love for his son and applied those values to his family.

"I Love You' should never be used if you are not very sincere. It isn't a substitute for 'bye'. Some use it too easily thereby lessening its meaning. I reserve it for family/spouse generally. In your circumstance when (and if) your dad says 'I Love You' it will have much more significance than coming from you as you use it as the ending of all conversations. (over use minimizes impact.)

Almost every phone call to my husband or daughter is ended with "I love you". Phone calls to my sister, mom or dad end with "bye love you" however, my dad has the same problem as yours and rarely ends a call with "love you too".
It was probably his upbringing and not because he doesnt love you. I am sure he does.
