I had this once and it was a virus. I don't remember the name though. It was a pretty easy fix once I found out what it was. Look it up on the MacAffee site.

First, no, you don't have llose anything until you reinstall Windows, so how to access files in order to save them ?
If you have changed too much Hardware, Windows sucks and could not do a proper boot...
so use the failsafe boot (F8) to rebbot to a minimal Windows
If your hard drive is splitted in two partitions, it could be great to save all Documents and Settings to another drive ( or even to USB Drive / CD) in order to backup it.
Geeksquad will probably do the same but they could also erase all..
Third. If you reinstall windows there is always the options to reinstall above existing installation (but creepy, because Windows will have strange behaviousrs...)
you will not loose your files but your settings (screeensavers, colors, bookmarks (but you can restore them if you navigate to where they are stored), a little bit of archeology will be necessary...
But if you have a bundle CD, it is true that it will destroy everything... clean install with nothing more.

You can boot from the windows CD and choose repair.
However it is not the same option as recovery.
You need to work your way through windows setup until it asks you to press F8 to accept the EULA (License), after you press F8 you will see the correct repair option.
The repair deletes only the windows system files and copies them back to your PC from the CD, giving you a fresh system.
After doing the repair reinstall your now missing windows updates and service packs.

Don't boot from cd just yet!
start it in safe mode (press an f key constantly as it begins to boot up and you'll get the menu to choose from - my computer uses f8)
Then allow it to boot up fully. windows is so screwed, but usually one successful boot up will do the job - then you might want to check whether you have a virus / spyware / adware, as this is nearly always the cause of messed computers.

when you boot, press F8 (or the key designed to get you into the boot menu) and choose 'last known good config'. if that doesn't work, boot from the cd and repair the problem. it could be a registry problem and you may have to re-install windows
