Making English an official language has very little meaning. It just means that any govt documents will be written in English, which is what usually happens anyway. It may also mean that the govt will not spend any money translating them to other languages, but that just leaves open the possibility of someone being able to legally claim that the didn't understand what the laws were.
As far as being illegal to rent to illegal immigrants, only the federal government can discriminate based on immigration status. That's a matter of Congressional law, and Constitutional issues. So, just like every other town that's tried this over the past decade, it's not legal to make distinctions based on immigration status. Only Congress can do that.
