My guess would be that it symbolizes the old saying "my hats off to you". Which someone says as a kind of respect or when they are impressed with something someone did. Then again it might just be done in celebration or as tradition. Below is link to the only thing i could find on the subject.

good question. i wonder that too. it only happened at my high school graduation because college was way more formal. but the teachers always said never to do it because you'll poke someone's eye out...which never did happen. i just didnt do it because i was worried i'd lose mine and i had to pay for all that stuff. however, i do like the new tradition of decorating the top of your hat with funny stuff or future plans so you'll stand out in the crowd and be noticed better.

I don't know why anyone else did it but I did it because it felt like it was a release of all the trials, ups, downs, tears, heartaches, achievements, and frustrations. It felt like I was saying(without actually saying it) THANK YOU GOD IT'S FINALLY OVER!!!!! May God Bless
