I would first try to turn off the pop up blocker you are using (if any) and then go to the sites. I have had the blocker not allow me to go to sites especially when using a link. If that is the case, once you have got in, click on your pop up blocker icon and click on whatever says something to the effect of: Always allow pop ups from'.
If that is not the problem then yes, go to tools>internet options>security. When this happens it usually is in 'restricted sites'. If you think the sites you are trying to view have a possibility of being dangerous to computers, don't visit them! Quit trying to look at that stuff!

Go try those sites on a different computer (hopefully nearby so's you don't have to travel much) and if you can get to those sites then go back and forth between the computers and look at "Internet Options" and see the differences in the settings?
