i had a second interview last week, i sent a thank you note also stating i would be waiting for their decision. It had been a week so i called to follow up on the status of my application. She told me "they were still looking at other candidates".....is that a sign that i'm out of the picture?

Not necessarily. They may have had other interviewees that could not come in before. Continue to look at other positions, but you may still be in the running. Sometimes there are also procedures and protocols within a company that require so many candidates to come in before they can make a decision.

There is no way any of us can give a read on exactly what this means with THAT particular employer
There are a number of posible answers as to what is going on==
It could be that they are simply looking for the absolute perfect candidate to walk in the door and are holding a decision for time to play out until they HAVE to have someone in place
But-- it isn't the best word a candidate can be hearing here-- it DOES mean that they were not SO impressed with you for their particular opening that they wanted you right away--- if I were you I would continue to look elsewhere myself--- who knows--while you're waiting on them-- a better job COULD come YOUR way !!

Understand your frustration...No, it doesn't necessarily mean you are not in the running. They are trying to place the best candidate for the job they can find. If you were not in the running, I would imagine they would tell you. Seems like you have covered your bases and done everything correctly. Good luck.
