Well, 1 mole of NO2 can be split into 1 mole of N atoms and 2 moles of O atoms, total 3 moles.
3 moles of Cl2O can be split into (3x2=6) moles of Cl atoms and (3x1=3) mole of O atoms, total 9 moles.
4 mol of CO can be spilt into (4x1=4) moles of C and (4x1=4) moles of O atoms, total 8 moles.
3 moles of NH3 can be split into (3x1 = 3) moles of N atoms and (3x3=9) moles of H atoms, total 12 moles.
1 mole of any substance contains 6x10^23 (i.e. this is known as the Avgadro's constant). Thus the substance with the most number of moles of atoms contains the greatest number of atoms...
In you case, the answer is "3 moles of NH3".
Hope this helps :)

Remember that the number after the element symbol tells you the number of atoms of that element. If there is no number, it means one atom:
NO2 = 1 atom of N, 2 atoms of O --> 3 atoms x 1 mol = 3 mol atoms
Cl2O = 2 atoms of Cl, 1 atom of O --> 3 atoms x 3 mol = 9 mol atoms
CO = 1 atom of C, 1 atom of O --> 2 atoms x 4 mol = 8 mol atoms
NH3 = 1 atom of N, 3 atoms of H --> 4 atoms x 3 mol = 12 mol atoms.
The answer is: 3 mol NH3

Yup you do choose Avogadros quantity, that's 6.022x10^23 debris/mole so we are able to apply this to do away with moles as our unit, this is how. In each and every molecule we've one million Fe, 3 C, 3 O, 2 P, and six H. So this means that we've 0.111 mol Fe, 0.333 mol C, 0.333 mol O, 0.222 mol P and 0.666 mol H. Now we are able to apply Avagadros quantity. 0.111 mol Fe(6.022x10^23 Fe atoms/mol Fe)=6.68x10^22 Fe atoms. do this for each element to get 2.00x10^23 atoms of C, 2.00x10^23 atoms of O, one million.34x10^23 atoms of P, and four.01x10^23 atoms of H. To get the finished variety of atoms we upload up all of our numbers to get one million.00x10^24 atoms.
