It is completely normal and very common with Bps. It's called the "Black Spot Disease" but no one really knows exactly what this is. Best solution is to buy aquarium salt and follow the directions on the bottle. You will start to notice the spots disappearing in a matter of days and the spots should be mostly if not completely gone within a week.

Check to see that no natural sunlight is hitting your tank. I saw sunlight hitting my tank and I covered that spot up and my Parrot has not gotten the spots since plus when I change it's water, I put a little of the salt with the mix.

Hope this helps

Is it on the scales only or on the edges of the fins and tail also? If it is on the fins and tail also its a sign of stress and you need to check your water (ph, ammonia, nitrates, nitrites).

I believe it is normal but keep a close eye on it how often do you change the water? What are your water parameters? Is your tank cycled? How big is your tank?
