I'm afraid you have a small problem here.

Chrome does not rust.

This means that the steel underneath the crome has rusted - and when you remove the rust, the chrome plating will no longer be there - so although you can de-rust it, you would then need to have it re-plated if you wanted it to look like it once did.

Surprised nobody else has pointed this out yet.

I've had the same problem with some bathroom fittings. The rusty bit usually occur at joints and, as previous answerers have pointed out, this is because the chrome plating has worn off. Whatever means you choose to clean off the rust ( I used WD40 and a green plastic scourer) you will need to protect the exposed metal afterwards. I suggest painting the previously rusty patches with a protective coat of clear varnish. Some polyurathane would do. Even clear nail varnish will help to delay the reappearance of the rust.

one of those green scrubbing things from your kitchen, i used to use them all the time on my BMX as a kid

forget these idiots that say chrome does not rust, well ok they are right, but what is happening is the chrome(plating) has been breached so the only way you can get rid is to use abrasion, they should know that you wouldnt be asking this unless there was rust and figured it if they are so clever. But once rust starts you really cant stop it only repress it, use the green thing for now.

Try Duraglit. It will minimise the rust without lifting the chrome plating from the metal beneath.
