Looking for a song - alternative from 1993?

Question

I'm looking for a band name or song name. Alternative from 1993, female lead singer, lyrics have to do with "Billy". The band only had one hit as far as I know. The lyrics are about this guy Billy that wants nothing to do with her.

It's not the PJ Harvey song. Thanks, though! That's a good song, but it's another one that I'm looking for.
