complex question. often art forms were invented by a certain group or ethnicity. for example the chardash might belong to the czech people. or the tango to the argentinians for example. art forms become associated with ethnicities that originated them and/or practice them a lot. ballet, for example was originated in europe. so in some sense, it BELONGS to europeans...but in other senses of course no one owns an artistic genre. It's just a manner of speaking. No one legally owns hip hop, though lots of people might claim ownership to certain aspects (especially if they invented those aspects). Country western doesn't belong to one race but it might be more closely associated with one race because those folks have been the innovators and pratitioners of the genre. It's a bit complex. Hip hop does not belong to a race technically. but there are some aspects of what you say that have grains of truth in them. because of the close association with one race or ethnicity.
