I assume you already have a plane and an agreement with the local small airport? If so, you could just start networking by joining the local Chamber of Commerce, Rotary, Lions et Cetera, handing out tons of business cards, and make up a nice pamphlet to send to corporations offering them safe, convenient and cost effective service.

first you need to see with the airport authority if they will allow you to do it. next you neeed to see what licenses you need to operate for you and your employees. i would start there and if need be address the local city council or board meetings and have my questions heard !
